Successful Factors of Community Involvement in The Tourism Practice Due The Covid19 Pandemic: A Collaborative Study in Nusa Dua Bali, Indonesia and Langkawi, Malaysia

Abstract
It has been two years since everyone in the world has to live with the pandemic. Lots of changes are happening to all citizens around the world including the changes to governments regulation to adjust with the current situation. All changes are aimed to survive the pandemic. There is no effective solution found yet from all governments across the nation to stop this Covid19 virus from mutating into a new variant or spreading to humans and animals. Lots of regulations have been produced by every government in the world to prevent or hopefully stop the spread of the virus. During the pandemic of Covid19, tourism is the most field impacted with the Covid19 regulation made by the government including the MCO in Malaysia and the PPKM in Indonesia. The fear of the virus has made an unwillingness to travel amongst tourists and travellers which then has reached a decrease to 80%90% in global tourism cities. The impact of the pandemic and the policy of mobilisation limitation are huge on the tourism field. all tourism practitioners in Indonesia and Malaysia have to do a breakthrough to survive from the pandemics. Bali and Langkawi as the two famous tourism destinations in the world from both countries will be a good model to other destinations to learn their survival strategies due to Covid19 pandemic. One of the strategies involves the community where we all well-known that the community from each island mostly depend on tourism for their family income. When the governments have loosen the regulations for tourism practices and allow the domestic tourists to start visiting tourist destinations, the governments have also released lots of regulations for tourism and the people mobilisation. It will be hard for the tourism partitioners to apply the health protocols and to give guarantee to the tourists that they are safe and will still be healthy if the community of the island is not applying the health protocols required from the government. The implementation will start from the airport and all the way to the hotels and all tourist destinationsincluding the transportation services and the restaurants. Hence, the community involvement in the tourism practices has the big role to help the tourism practices survive from the pandemic. Community involvement or also called community engagement is one of the public relation strategies. Community Engagement according to the CDC (Centres for Disease Control and Prevention) is the process of working collaboratively with and through groups of people affiliated by geographic proximity, special interest, or similar situations to address issues affecting the wellbeing of those people. For the community involvement specifically, Nusa Dua has become a good model of the implementation. Hotels in Nusa Dua Bali are the good models of this program. The hotels have a good partnership with Banjar which is known as an area under the sub district (desa). Banjar has been known since a long time ago and well accepted by the people. With modern life and the urban people coming to Bali, the Banjar concept has been grown into 2 kinds of Banjar, the government administrative and the culture based administrative. The local community in Langkawi has less awareness to take care of the environment where they live. But they are aware that the tourism activities have improved and helped their economic standard. Mostly they earn money from the tourism field in Langkawi. It is a weird situation when the local community has low awareness of the role of the government and its agencies in improving their socioeconomic status over the years. They do not realize that it is government role and action who actually help them to be able to start their business successfully today
