For the purpose, this study will employ qualitative research with the application of qualitative software NVivo 11 Plus for managing and analyzing non-numeric data such as video interviews available in YouTube, in-depth interviews with key stakeholders at the Ministerial level. At the second year of this research, further qualitative data will be gathered from university stakeholders involved in the Nationwide University Network in Indonesia (NUNI). Purposive sampling technique will be applied to select the key informants on the basis of inclusion and exclusion criterions in selecting the key informants. The inclusion criterion include the key informants who actively participate in the policy process of higher education policies. Even though this research will be dependent upon the video interviews available online, face to face interviews will also be conducted to confirm the online videos. For the purpose of analyzing qualitative data gathered from the triangulation of data collection techniques, thematic and cross-case analyses will be applied to present the major findings of this study.
