Abstract
The education system from elementary to higher education has undergone drastic changes during the 2019 coronavirus (COVID-19) pandemic, not only in Japan and Indonesia but around the world. This study seeks to describe the digital transformation process that happened in higher education in Japan and Indonesia, as a form of adaptation to the pandemic conditions that have occurred. The digital transformation process that will be investigated consists of 3 main themes: Application of technology in teaching, learning, testing, assessment, and scientific research; Application of technology in educational management; Development strategy of higher education institutions in Japan and Indonesia towards autonomy in the context of digital transformation. Literature study and soft-system methodology will be used to analyze the data regarding the 3 main themes. An in-depth interview will be done with the lecturers and students of both countries. Data will then be analyzed descriptively, using content analysis to explore the digital transformation process in higher education institutions post-pandemic in Japan and Indonesia.
