The Meaning of Public Service Advertisement (PSA) in Countermeasures COVID-19s Pandemic on the Mass Media and Social Media of Indonesia and Pakistan

Abstract
The occurrence of the Covid-19 pandemic requires policymakers to build awareness to the public on how to deal with it. The research was conducted in two community contexts, namely Indonesia and Pakistan. These two countries have similar cultural contexts, including the diversity of tribes, ethnicities, and cultures. Another similarity between these two countries is the large Muslim population in it. This kind of socio-cultural context becomes a challenge in the integration process and strengthens the sense of nationality. At least two main issues are of serious concern to the government in dealing with Covid-19. The first is the issue of public health and safety, and the second is the issue of national economic recovery. The tug of war for policymakers to prioritize these two issues is a social phenomenon that needs to be observed, especially in developing health campaigns and national economic recovery. The government, the private sector, and the community developed various public service advertisements to raise awareness and new practices tackling the pandemic through mass media and social media. This study aims to reveal the construction of meaning built by the government, the private sector and community groups on the issue of overcoming the Covid19 pandemic on various public service advertising products displayed in mass media and social media. This study uses a qualitative interpretative approach with qualitative text analysis methods to reveal meaning. This research will contribute to understanding how the pandemic constructs the meaning and communication actions of various groups of people in two democratic countries
