Abstract
Indonesia, as a developing country in the Asian region, has a very rapid growth of Internet users. However, there are still a big gap between those who have access to high-speed internet and information. Gaining online connection does not mean people automatically become empowered. High internet access in one area does not mean the citizens have necessary digital skills to use the internet effectively. These users may also easily expose to negative contents, including cyberbullying, pornography, hoaxes, and fake news. Also, ICT skills are not included in the curriculum. Additionally, efforts to increase digital literacy are voluntarily, incidental, and sporadic, conducted mainly by universities benefiting teens and university students. Therefore, we focused on youths as the object of this study. Based on the fact above, digital literacy is necessary to capture the benefits of the internet. This study aims to develop digital literacy index in Jakarta, Yogyakarta, and Nanjing, China. This research will use a mixed method approach. The population of this study are youths between 15 and 24 years old (based on youths definition from UNESCO), and located in Jakarta, Yogyakarta, and Nanjing. Interviews and observations to government officials will be used to describe government-led activities related to digital literacy among youth in these cities.
