Have an access to education is a right for everyone. Therefore all forms ofeducation both formal, informaland non-formal must be felt by everyone. The variety of implementers of non-formal education, especially equality education Kejar Paket, has implications for the output of students. One of the important foundations in equality education is character building. Various non-formal education institutions provide different emphasis on character education. This research seeks to find a comparison between the implementation of character education in non-formal educational institutions in Indonesia, especially in Java (Malang, Jakarta) and in institutions providing non-formal education for migrant workers in Malaysia (Kelantan state). With this comparison between the two practices, it is hoped that it will be able to find important directions for the formulation of character education policies in non-formal institutions that apply universally to Indonesian citizens. This study uses a qualitative method by making comparisons and finding the dynamics of the practice of implementing character education on package chasers. Comparisons are made by observing several important aspects, among others; educational facilities, curriculum, educators, learning methods, learning media, and student achievement results. This research will begin by collecting secondary data through literature search, literature study as well as structured interviews and distributing questionnaires. Furthermore, data analysis uses the SWOT analysis method (Strengthen, Weakness, Opportunity, Threaten)
