Clustering Higher Education Institutions: Enhancing Research and Community Service Performance

Based on the Director of Research, Technology, and Community Service’s Decree Number 1114/E5/PG.02.00/2024 dated December 4, 2024, the clustering of higher education institutions (HEIs) in 2025 has been determined based on their performance in research and community service. The classifications include Mandiri, Utama, Madya, and Pratama clusters. This clustering is derived from SINTA-based data for the 2021–2023 period, encompassing verified and validated performance indicators such as authorship, affiliation, publications, research projects, community service activities, intellectual property rights, and books.

The clustering system aims to group HEIs based on performance rather than rank them, serving as a foundation for developing research roadmaps and strategic plans. Additionally, it guides the allocation of authority in managing research and community service within institutions. By identifying and assessing institutional performance, this approach provides a structured framework for aligning HEIs’ capabilities with national research and development priorities.

Moreover, the clustering facilitates cross-cluster collaboration among HEIs to enhance the quality of research and community engagement. By integrating institutional strengths and fostering partnerships, this methodology supports accelerated improvement in higher education performance, promoting synergies that contribute to national development goals.
