Advancing E-Government: Harnessing AI for Transformation and Addressing Deepfake Challenges

Prof. Dr. Juneman Abraham, S.Psi. M.Si., Vice Rector for Research and Technology Transfer at BINUS University, delivered an exposition on Collaboration and Transformation towards E-Government during the Public Consultation Forum for the Initial Draft of the Regional Government Work Plan (RKPD) of Tangerang City in 2025, on February 7, 2024, at the Tangerang City Government Center. Prof. Abraham specifically highlighted the intricacies of AI-based e-government and emphasized that e-government serves as an instrument to support e-democracy and public services in Tangerang City. Alongside presenting various opportunities, he also addressed one of the latest challenges in the e-government realm, which is deepfake technology, and how it should be managed.

Prof. Abraham’s discourse underscores the growing importance of leveraging artificial intelligence in government processes to enhance efficiency, transparency, and citizen engagement. E-government initiatives, particularly those integrating AI technologies, have the potential to revolutionize governance by streamlining administrative procedures, improving service delivery, and fostering inclusive decision-making processes. By embracing AI-driven e-government solutions, Tangerang City aims to cultivate a digital ecosystem conducive to innovation, collaboration, and citizen participation, thereby advancing its vision for a smart and sustainable urban future.

However, amidst the opportunities presented by AI-driven e-government, challenges such as deepfake technology pose significant threats to the integrity and security of digital governance systems. Deepfake, a sophisticated form of AI manipulation, raises concerns regarding misinformation, identity theft, and privacy breaches within e-government platforms. Prof. Abraham’s emphasis on addressing these challenges underscores the importance of implementing robust cybersecurity measures, promoting digital literacy initiatives, and fostering multi-stakeholder collaborations to safeguard the integrity and trustworthiness of AI-based e-government systems in Tangerang City and beyond.
